Answer first: the vetting checklist that separates a good Indonesian yard from an expensive one

Every owner has heard a version of the same story: the cheapest quote won, the invoice arrived 40% higher, and the coating failed within the year. None of that is bad luck — it is unvetted procurement. The screening questions that predict outcomes: Is the dock or slipway certificate current, and what did the last load test show? Are welder qualifications and procedure approvals live, and for which processes? Does the yard own a covered blasting and coating capability, or subcontract it to whoever is free? What do the last three comparable projects say about remeasure behaviour and schedule discipline? A yard that answers these quickly and documentarily is usually a yard you can work with; a yard that answers with hospitality is usually not.

Capability & capacity verification against the Register

We start from the National Yard Register and verify the specific facility against your vessel: dock geometry and certified lift versus your docking plan, crane reach over your working areas, shop capacity for the dominant package, and real slot availability — not brochure availability.

Class standing & certification check

Current dock certificates, welder and NDT qualifications, procedure approvals, and the yard’s working relationship with the class society that will attend your survey. Where BKI attendance is needed, we confirm with the local class office that the scope can be witnessed at that facility — detail on the BKI class & compliance page.

HSE and coating-facility audit

Coating performance is decided by facilities and climate discipline: covered or shielded blasting capability, compressed-air quality, dehumidification where the specification demands it, DFT instrumentation with calibration records. HSE culture is audited on the floor — scaffolding standards, hot-work control, confined-space practice — because yards that manage safety poorly manage everything else the same way.

Reference & track-record verification

We speak to owners who docked comparable vessels at the yard within the last two years, and we ask the uncomfortable questions: final invoice versus quotation, growth-work pricing behaviour, schedule adherence, defect response after redelivery. Reference checks are the cheapest intelligence in the entire process and almost nobody does them properly.

Tender comparison: normalising quotes across yards

Indonesian yard quotations do not arrive in a comparable format — inclusions, units and assumptions differ line by line. We rebuild each tender into a common USD structure: dock dues and lay days; per-GT standard services; steel at rate × estimated quantity with the remeasure rule stated; coatings at area × specified system; machinery packages itemised; and every exclusion listed explicitly. Only then does “cheapest” mean anything. The normalised sheet regularly reverses the apparent ranking — the low headline number is often the highest structural price once exclusions and remeasure exposure are priced in. Fleet framework agreements for repeat docking

Fleets docking multiple vessels a year should not tender from zero each time. We negotiate framework terms with two or three vetted yards: standing rates for tariff items and steel, agreed remeasure and growth-work protocols, slot priority windows, and performance review against each docking’s records. The framework keeps competitive tension — the yards know the fleet has alternatives — while cutting procurement time per docking from weeks to days.

What a vetting report contains

Every vetting engagement closes with a written report the owner keeps: facility audit findings with photographs, certificate and qualification verification results, reference-check summaries with the questions asked and answers given, the normalised tender comparison where quotes were in play, and a ranked recommendation with the reasoning stated plainly enough to defend to a board, an insurer or a co-owner. The report is the product — a decision you can show your stakeholders, not an opinion you have to ask them to trust.
