Classification of a newbuild in Indonesia runs in five fixed stages: rule selection, plan approval, material and component certification, survey during construction, and certificate issue. The stages are sequential. Almost every programme that loses months loses them by attempting to run stage four before stage two is finished.
Stage one: choosing the rules before choosing the yard
Biro Klasifikasi Indonesia publishes rule sets covering hull structure, machinery installations, electrical installations, and specific vessel types. Which rules apply follows from what the vessel is and what it will do — service area, cargo or passenger function, hull material, and the notation the owner wants the vessel to carry. That decision belongs at the very start of the project, because scantlings, subdivision, stability criteria, equipment specification and even hull form derive from it.
Owners frequently invert this, selecting a yard first and then asking what class the yard is comfortable with. The result is a vessel designed around a yard’s habits rather than around its intended trade, and the mismatch surfaces when the vessel is offered for a charter or a route it was never built to serve.
Stage two: plan approval
The approval submission is a package, not a drawing. It typically includes the general arrangement, midship section and shell expansion, structural drawings for principal members, watertight subdivision, machinery arrangement, shafting and propeller details, piping and electrical schematics, stability documentation including preliminary calculations, and fire and safety plans.
Two things determine how fast this goes. First, completeness: a package missing calculations forces the surveyor to ask for them, and the clock restarts. Second, rule referencing: drawings that state which rule paragraph each scantling satisfies can be checked; drawings that simply assert dimensions must be reverse-engineered by the reviewer.
Approval comments are normal and should be budgeted for. What is not normal is treating them as negotiable. A comment requiring an increased plate thickness or an additional stiffener is a rule requirement, and arguing it costs more than executing it.
Stage three: materials and components
Steel, castings, forgings, anchors, chains, main and auxiliary machinery and specified equipment must arrive with certificates traceable to the approved specification. In practice this is where Indonesian newbuild programmes most often develop quiet problems: material substituted for availability reasons, with the certificate chain reconstructed afterwards.
The control is procedural. Material certificates are collected and checked as material arrives on site, not at the end of the build. A mill certificate that cannot be produced when the plate is delivered will not become easier to produce after the plate is welded into a hull.
Stage four: survey during construction

The governing principle is that a surveyor confirms what can still be seen. Once a weld is coated and insulated, verifying it requires undoing work. Programmes that let construction outrun survey attendance end up either opening finished work or accepting an unverified structure, and neither outcome is low-cost.
Stage five: certificates and the survey cycle
On satisfactory completion the vessel receives its class certificates and enters the periodic survey cycle — annual surveys, an intermediate survey, and a renewal or special survey on a multi-year period, with the underwater portion examined at required intervals. Machinery may be placed under a continuous survey arrangement. Class is not statutory certification
This distinction causes more delivery-week panic than any other single issue. Class certifies technical compliance with the society’s rules. Statutory certificates — load line, safety, tonnage, radio, pollution prevention — are issued under the authority of the flag state, in Indonesia through the Directorate General of Sea Transportation, and sometimes delegated to a recognised organisation. A vessel can hold full class and still be unable to trade because one statutory certificate has not been issued. Where programmes lose time — and how to stop it
- Incomplete first submission. Fix by submitting a complete, rule-referenced package once rather than a partial package three times.
- Steel cut before approval. Fix by holding the start against approval of the structural drawings, not against the yard’s berth availability.
- Material certificates chased retrospectively. Fix by checking certificates at delivery of the material.
- Survey attendance not diarised. Fix by treating surveyor availability as a critical-path resource in the programme, alongside steel and equipment.
- Statutory work started at delivery. Fix by mapping flag requirements at the specification stage, since equipment standards flow from them.
None of these five is a technical problem. All five are sequencing problems, which is why owner-side newbuild supervision pays for itself long before the vessel floats.

Complete, rule-referenced submissions with calculations attached move quickly; partial submissions generate comment cycles, and each cycle is a round trip. The practical control an owner has is submission quality, not follow-up frequency.
Can construction start before plan approval?
Physically yes, commercially unwise. Any structure built against unapproved drawings is at risk of modification if approval comments change scantlings or arrangements. Programmes that start steelwork before approval are borrowing schedule against a risk they cannot price.
Does BKI class allow a vessel to trade internationally?
